.ditz-plugins file should be optional
plugins should just initialize to an empty array if no .ditz-plugins file is found, instead of this:
/usr/lib/ruby/1.8/yaml.rb:143:in `initialize': No such file or directory - ./.ditz-plugins (Errno::ENOENT)
from /usr/lib/ruby/1.8/yaml.rb:143:in `open'
from /usr/lib/ruby/1.8/yaml.rb:143:in `load_file'
from /usr/lib/ruby/site_ruby/1.8/ditz.rb:55:in `load_plugins'
from /usr/bin/ditz:92
